Framework overview

This page summarizes the CD2030 DataSuite analytical framework. It is intended to help teams move from raw facility and survey data to defensible national and sub-national coverage findings.

The CD2030 DataSuite implements an end-to-end analytical workflow that transforms raw health facility data into credible, actionable coverage estimates. The workflow follows a logical sequence: assess data quality, correct for incompleteness and errors, select evidence-based denominators, calculate coverage, and examine inequality patterns at national and geographic levels.

This structured approach addresses a universal challenge in RMNCAH monitoring: facility data are abundant but often unreliable, while surveys provide gold-standard coverage estimates but are infrequent and expensive. The CD2030 DataSuite bridges this gap by systematically vetting facility data, calibrating them against survey benchmarks, and producing continuous trend lines with quantified uncertainty. The result is confidence that your coverage numbers reflect reality rather than data artifacts.

End-to-end workflow

The framework follows a practical sequence:

  1. Load and configure facility and survey data.
  2. Calibrate key national benchmark rates.
  3. Assess data quality before estimating coverage.
  4. Adjust incomplete, unstable, or unreliable data.
  5. Select the best-performing denominator.
  6. Generate and interpret coverage (including Bayesian coverage estimation), equity, sub-national, mortality, service utilization and health system performance results, in that order.
  7. Plan dissemination, decisions and action.

In the apps, the same sequence is followed page by page: see Analysis steps (RMNCAH app).

Framework modules

The final purpose of the framework is practical use. Findings should inform country review processes, planning discussions, and technical working groups so that the analysis leads to concrete RMNCAH action rather than standing alone as a report.
